Premise
A construction worker (John T. Smith) digs out Bugs' hole to make way for a skyscraper. The sequence when Bugs gets hit in the face with a girder and wanders dizzily along girders, planks, and ropes is a blatant ripoff of a Goofy bit in The Clock Cleaners (which some assert was itself borrowed from the Popeye cartoon A Dream Walking). McKimson revisited the Bugs vs. Construction Worker premise in No Parking Hare.
Quotes
Bugs: Yoo hoo! Hoicules! Here's a message for ya! (Drops brick in construction worker's face.)
Construction Worker: (Amidst metal wreckage.) I'm feelin' mighty lowwwwww.
